The list of signatories on the letter included such high-profile names as Elliot Page, Laverne Cox, Jamie Lee Curtis, Shawn Mendes, Janelle Mon\u00e1e, Gabrielle Union, Judd Apatow, Ariana Grande, and Jonathan Van Ness; and the letter received extensive national media coverage.<\/p><p>As this new report documents, nine months later, such extreme anti-trans hate content remains widespread across Instagram, Facebook, and Threads. All of the posts below were reported by GLAAD via Meta&#8217;s standard reporting systems; Meta either replied that posts were not violative or simply did not take action on them.<\/p><p>As the <a href=\"https:\/\/www.fool.com\/investing\/2024\/02\/08\/will-meta-platforms-2-trillion-dollar-stock-2025\/\" target=\"_blank\" rel=\"noopener\">trillion-dollar company\u2019s<\/a> revenues <a href=\"https:\/\/www.cnbc.com\/2024\/02\/01\/meta-earnings-q4-2024.html\" target=\"_blank\" rel=\"noopener\">soar<\/a>, Meta continues to <a href=\"https:\/\/www.cnbc.com\/2023\/05\/26\/tech-companies-are-laying-off-their-ethics-and-safety-teams-.html\" target=\"_blank\" rel=\"noopener\">lay off<\/a> critical trust and safety teams and increasingly relies on <a href=\"https:\/\/www.businessinsider.com\/meta-facebook-ai-cannot-solve-moderation-frances-haugen-daniel-motaung-2022-6\" target=\"_blank\" rel=\"noopener\">ineffective<\/a> <a href=\"https:\/\/www.axios.com\/2024\/02\/06\/meta-ai-labeling-fix-oversight-board\" target=\"_blank\" rel=\"noopener\">AI systems<\/a> for content moderation. Meta\u2019s enforcement failures have prompted <a href=\"https:\/\/www.reuters.com\/technology\/cybersecurity\/meta-oversight-board-reviewing-biden-video-says-deepfake-rule-incoherent-2024-02-05\/\" target=\"_blank\" rel=\"noopener\">repeated<\/a> <a href=\"https:\/\/www.indy100.com\/news\/instagram-meta-oversight-board-antisemitism\" target=\"_blank\" rel=\"noopener\">rebukes<\/a> and <a href=\"https:\/\/www.rollingstone.com\/culture\/culture-features\/meta-oversight-board-social-media-failing-lgbtq-1234947358\/\" target=\"_blank\" rel=\"noopener\">concern<\/a> from the <a href=\"https:\/\/oversightboard.com\/\" target=\"_blank\" rel=\"noopener\">Oversight Board<\/a> (the independent body that makes non-binding but precedent-setting content moderation rulings on Meta\u2019s platforms). These accounts profit from such hate, and so does Meta and its shareholders. Meanwhile, LGBTQ people and other targeted groups experience an <a href=\"https:\/\/apnews.com\/article\/technology-shootings-business-social-media-colorado-75a3c597a60dca0f116d5deb6a6c1a6b\" target=\"_blank\" rel=\"noopener\">increasing number<\/a> of <a href=\"https:\/\/www.usatoday.com\/story\/news\/investigations\/2023\/11\/02\/libs-of-tiktok-tweets-death-bomb-threats\/71409213007\/\" target=\"_blank\" rel=\"noopener\">well-documented<\/a> <a href=\"https:\/\/thehill.com\/homenews\/lgbtq\/4313588-lgbtq-people-targeted-700-incidents-2023-report\/\" target=\"_blank\" rel=\"noopener\">real-world<\/a> harms stemming from these long-term anti-LGBTQ propaganda campaigns, driven by the <a href=\"https:\/\/www.nbcnews.com\/tech\/internet\/libs-tiktok-x-chaya-raichik-bomb-threat-twitter-of-libsoftiktok-rcna102784\" target=\"_blank\" rel=\"noopener\">anti-LGBTQ extremists<\/a> that Meta allows to flourish on its platforms.<\/p><p>Below is a selection of examples of anti-transgender content, with excerpts from the policies they appear to violate (including Meta\u2019s <a href=\"https:\/\/transparency.fb.com\/policies\/community-standards\/hate-speech\/\" target=\"_blank\" rel=\"noopener\">hate speech<\/a>, <a href=\"https:\/\/transparency.fb.com\/policies\/community-standards\/violence-incitement\/\" target=\"_blank\" rel=\"noopener\">violence and incitement<\/a>, <a href=\"https:\/\/transparency.fb.com\/policies\/community-standards\/bullying-harassment\/\" target=\"_blank\" rel=\"noopener\">bullying and harassment<\/a>, and <a href=\"https:\/\/transparency.fb.com\/policies\/community-standards\/suicide-self-injury\/\" target=\"_blank\" rel=\"noopener\">suicide and self-injury<\/a> policies). Note that much of the content specifically engages in dehumanization. Social media platforms like Meta prohibit <a href=\"https:\/\/dangerousspeech.org\/dangerous-metaphors-how-dehumanizing-rhetoric-works\/\" target=\"_blank\" rel=\"noopener\">dehumanizing speech<\/a> against historically marginalized groups, because it can be a <a href=\"https:\/\/www.nytimes.com\/2021\/03\/19\/technology\/how-anti-asian-activity-online-set-the-stage-for-real-world-violence.html\" target=\"_blank\" rel=\"noopener\">dangerous precursor to the perpetration of real-world violence<\/a>. Nonetheless, Meta has either deemed the content not in violation of its policies, or simply didn\u2019t take action on it.<\/p><p><em>Methodology: GLAAD reported all content via Meta\u2019s standard platform reporting systems from June 2023 &#8211; March 2024. Policy violation examples include: the use of extreme anti-trans slurs; the use of malicious dehumanizing tropes such as referring to trans, nonbinary, and gender non-conforming people as \u201csatanic,\u201d \u201csexual predators,\u201d \u201cterrorists,\u201d \u201cmentally ill,\u201d and \u201cperverts;\u201d targeted misgendering; content promoting so-called \u201cconversion therapy;\u201d targeted harassment of individuals and violent incitement; targeting with violent speech; and intentional coded genocidal calls for \u201ceradication.\u201d<\/em><b><\/b><\/p><table style=\"background-color: #efefef; padding: 5px;\" width=\"100%\"><tbody><tr><td><em><strong>Content warning: The following report includes examples of hate speech targeting transgender people.<\/strong><\/em> To not further amplify anti-LGBTQ hate content or give attention to anti-LGBTQ accounts, the account names are blurred and all links go to archived versions. In most instances violative aspects are highlighted in red. The harmful examples above all feature this derogatory slur; this is blatant hate speech that targets all transgender people, specifically on the basis of gender identity \u2014 in direct violation of Meta\u2019s policies. In 2022, several social media platforms, including Meta,&nbsp;<a href=\"https:\/\/www.dailydot.com\/debug\/reddit-post-inspires-calls-twitter-ban-anti-lgbtq-groomer-slur\/\" target=\"_blank\" rel=\"noopener\">told <\/a><a href=\"https:\/\/www.dailydot.com\/debug\/reddit-post-inspires-calls-twitter-ban-anti-lgbtq-groomer-slur\/\" target=\"_blank\" rel=\"noopener\"><em>The Daily Dot<\/em><\/a> that: \u201cbaselessly calling LGBTQ people or the community \u2018groomers\u2019 or accusing them of \u2018grooming\u2019 is governed under their policies prohibiting hate speech.\u201d Such rhetoric is extremely dangerous, as the <a href=\"https:\/\/dangerousspeech.org\/think-of-the-children-dangerous-speech-that-suggests-children-are-in-danger\/\" target=\"_blank\" rel=\"noopener\">Dangerous Speech Project explains<\/a>: \u201cThroughout history, accusations of threats against children have been used repeatedly against minority groups, many times leading to violence.\u201d In 2023, <em>Media Matters for America<\/em> <a href=\"https:\/\/www.mediamatters.org\/facebook\/meta-still-profiting-ads-use-anti-lgbtq-groomer-slur-despite-platforms-ban\" target=\"_blank\" rel=\"noopener\">found<\/a> that Meta profited from more than 150 ads promoting the \u201cgroomer\u201d slur.<\/p>\n<p><a href=\"https:\/\/transparency.fb.com\/policies\/community-standards\/hate-speech\/\" target=\"_blank\" rel=\"noopener\"><strong>Meta\u2019s tier 1 policy<\/strong><\/a><strong>:<\/strong> \u201cDo not post \u2026 content targeting a person or group of people \u2026 on the basis of their aforementioned protected characteristic(s) \u2026 with: <strong>Dehumanizing speech<\/strong> in the form of comparisons to or generalizations about: <strong>Sexual predators<\/strong>.\u201d<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"has-el-gap el-gap-default elementor-section elementor-top-section elementor-element elementor-element-149a6b7 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"149a6b7\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-no\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-ab447f5\" data-id=\"ab447f5\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-60176db post-content elementor-widget elementor-widget-text-editor\" data-id=\"60176db\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h3><strong>Policy Violation: Content that falsely equates trans people to violent criminals or \u201cterrorists\u201d<\/strong><\/h3><figure id=\"attachment_857005\" aria-describedby=\"caption-attachment-857005\" style=\"width: 938px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-857005 size-full\" style=\"border: 2px solid #efefef; This is another well-known and dangerous form of dehumanizing speech that is expressly prohibited in Meta\u2019s hate speech policies. GLAAD found many examples of posts that advertise \u201cconversion therapy,\u201d and that inaccurately claim it can be effective without noting the extreme harms that actually result from the practice. While Meta <a href=\"https:\/\/transparency.fb.com\/policies\/community-standards\/hate-speech\/?source=https%3A%2F%2Fwww.facebook.com%2Fcommunitystandards%2Fhate_speech\" target=\"_blank\" rel=\"noopener\">states<\/a> that it requires \u201cadditional information\/context to enforce\u201d its policy against harmful \u201cconversion therapy\u201d content, the platform doesn\u2019t provide a reporting mechanism for users to do so. Prominent hate accounts (and others) commonly engage in this practice to drive their followers to harass both private individuals and public figures, to dehumanize <em>all<\/em> trans people, and to increase engagement on their accounts. According to Meta\u2019s policies, private individuals are protected from such harassment, but public figures (such as trans model Geena Rocero and Admiral Rachel Levine in these examples) are not. However,since this behavior aims to be, and functions as, a vehicle for driving harassment and expressing<a href=\"https:\/\/weareultraviolet.org\/from-url-to-irl-the-impact-of-social-media-on-people-of-color-women-and-lgbtq-communities-by-ultraviolet-glaad-kairos-womens-march\/\" target=\"_blank\" rel=\"noopener\">animus toward <\/a><a href=\"https:\/\/weareultraviolet.org\/from-url-to-irl-the-impact-of-social-media-on-people-of-color-women-and-lgbtq-communities-by-ultraviolet-glaad-kairos-womens-march\/\" target=\"_blank\" rel=\"noopener\"><em>all<\/em><\/a><a href=\"https:\/\/weareultraviolet.org\/from-url-to-irl-the-impact-of-social-media-on-people-of-color-women-and-lgbtq-communities-by-ultraviolet-glaad-kairos-womens-march\/\" target=\"_blank\" rel=\"noopener\"> trans and nonbinary people<\/a>, such posts <em>should<\/em> also be mitigated under general hate and harassment policies. Shortly after, following extreme online harassment, Copeland died by suicide, <em>The Guardian<\/em> <a href=\"https:\/\/www.theguardian.com\/us-news\/2023\/nov\/12\/alabama-mayor-suicide-outed\" target=\"_blank\" rel=\"noopener\">reported<\/a>. In the <a href=\"https:\/\/archive.ph\/vbV6f\" target=\"_blank\" rel=\"noopener\">Instagram video<\/a> example above, the account mocks Copeland and Copeland\u2019s suicide (in clear violation of Meta\u2019s policy). Derisively laughing, the video\u2019s creators <a href=\"https:\/\/archive.ph\/vbV6f\" target=\"_blank\" rel=\"noopener\">make a crude sexual joke<\/a> saying that \u201csome conservatives, looking at transgenders, trying to squeeze one off, said \u2018that looks like the damn mayor of our city.\u2019\u201d This content is still live after GLAAD (and likely others in the comments) reported it. From November 2022 &#8211; November 2023, GLAAD and the ADL <a href=\"https:\/\/thehill.com\/homenews\/lgbtq\/4313588-lgbtq-people-targeted-700-incidents-2023-report\/\" target=\"_blank\" rel=\"noopener\">documented<\/a> more than 700 hate and extremism incidents targeting LGBTQ people, with many making specific reference to the anti-LGBTQ \u201cgroomer\u201d trope, the false assertion that LGBTQ people are threats to children.<\/p><p>In the example above, a prominent anti-LGBTQ extremist account on Facebook and Instagram <a href=\"https:\/\/www.kitsapdailynews.com\/news\/professor-picky-under-fire-for-comments-about-gender\/\" target=\"_blank\" rel=\"noopener\">targeted<\/a> a gender nonconforming teacher in Kitsap, Washington, encouraging its followers to harass the educator and the individual\u2019s elementary school. A day later, the school received a bomb threat and evacuated, <em>Vice<\/em> <a href=\"https:\/\/www.vice.com\/en\/article\/bvj5dq\/schools-report-bomb-threats-following-libs-of-tiktok-anti-lgbtq-posts\" target=\"_blank\" rel=\"noopener\">reported<\/a>. According to <a href=\"https:\/\/www.mediamatters.org\/libs-tiktok\/timeline-impact-libs-tiktok-told-through-educators-health-care-providers-librarians\" target=\"_blank\" rel=\"noopener\"><em>Media Matters<\/em><\/a>, at least 41 incidents involving threats or harassment against individuals or institutions have occurred after said account targeted them (the account has more than 400,000 Instagram followers). <a href=\"https:\/\/www.usatoday.com\/story\/news\/investigations\/2023\/11\/02\/libs-of-tiktok-tweets-death-bomb-threats\/71409213007\/\" target=\"_blank\" rel=\"noopener\"><em>USA Today<\/em><\/a> and <a href=\"https:\/\/www.advocate.com\/hate-crimes\/stochastic-terrorism-libs-tiktok-gop\" target=\"_blank\" rel=\"noopener\">others<\/a> <a href=\"https:\/\/www.washingtonpost.com\/technology\/2024\/02\/24\/libs-tiktok-oklahoma-nonbinary-teen-death\/\" target=\"_blank\" rel=\"noopener\">have reported<\/a> on the stochastic terrorism effect incited by anti-LGBTQ extremist accounts on Facebook, Instagram, and other platforms. The first post targets two healthcare providers, and incites violence against them with the ominous prompt \u201cWhat do you think should be done to doctors that perform \u2018gender affirming care\u2019 surgeries on minors?\u201d In the second example, the extremist account highlights the account name of the trans individual, making them an easy target for followers to attack. The depictions of extreme anti-trans violence above (each image features a trans flag backdrop and offensive cartoon depictions of figures clearly representing trans people who are being subjected to physical violence; one image is accompanied by the incitement to violence text: &ldquo;Help us do the work of the Lord&rdquo;) are in clear violation of Meta&rsquo;s policies. Platforms like Meta prohibit such violent content because (as they acknowledge in their <a href=\"https:\/\/transparency.fb.com\/policies\/community-standards\/hate-speech\/\" target=\"_blank\">hate speech policies<\/a>) it can translate to <a href=\"https:\/\/www.pbs.org\/newshour\/show\/how-the-rise-of-anti-lgbtq-hate-and-violence-is-impacting-the-community\" target=\"_blank\">real-world violence against LGBTQ people<\/a>. According to <a href=\"https:\/\/williamsinstitute.law.ucla.edu\/press\/ncvs-trans-press-release\/\" target=\"_blank\">UCLA research<\/a>, transgender people are four times more likely than cisgender people to be victims of violent crimes. From November 2022 &#8211; November 2023, GLAAD and the ADL Center on Extremism <a href=\"https:\/\/thehill.com\/homenews\/lgbtq\/4313588-lgbtq-people-targeted-700-incidents-2023-report\/\" target=\"_blank\">documented<\/a> more than 700 hate and extremism incidents of violence and&nbsp; threats targeting LGBTQ people. Meta&rsquo;s failure to enforce its own policy in these two examples vividly illuminates its ongoing negligence in content moderation. <\/p>\n\n<a href=\"https:\/\/transparency.fb.com\/policies\/community-standards\/violence-incitement\/\" target=\"_blank\" rel=\"noopener\"><strong>Meta\u2019s policies<\/strong><\/a><strong>:<\/strong>\n\n\u201cWe aim to prevent potential offline violence that may be related to content on our platforms \u2026 This includes <strong>violent speech targeting a person or group of people on the basis of their protected characteristic(s) \u2026<\/strong>\u201d\n\n\u201cWe remove <strong>threats of violence<\/strong> against various targets. Threats of violence are <strong>statements or visuals representing an intention, aspiration, or call for violence against a target, and threats can be expressed in various types of statements<\/strong> such as statements of intent, calls for action, advocacy, aspirational statements and conditional statements.\u201d\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"has-el-gap el-gap-default elementor-section elementor-top-section elementor-element elementor-element-799de16 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"799de16\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-no\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-26da8a5\" data-id=\"26da8a5\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-7511225 post-content elementor-widget elementor-widget-text-editor\" data-id=\"7511225\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h3>Conclusion<\/h3><p>Meta <a href=\"https:\/\/about.fb.com\/wp-content\/uploads\/2020\/11\/Progress-Combating-Hate-Speech.pdf\" target=\"_blank\" rel=\"noopener\">has<\/a> repeatedly <a href=\"https:\/\/www.independent.co.uk\/tech\/youtube-global-witness-facebook-tiktok-google-b2288002.html\" target=\"_blank\" rel=\"noopener\">said<\/a> that \u201chate speech has no place on our platforms.\u201d The company\u2019s community standards also <a href=\"https:\/\/transparency.fb.com\/policies\/community-standards\/hate-speech\/\" target=\"_blank\" rel=\"noopener\">state<\/a>: \u201cWe believe that people use their voice and connect more freely when they don\u2019t feel attacked on the basis of who they are. That is why we don\u2019t allow hate speech on Facebook, Instagram, or Threads.\u201d<\/p><p>On the contrary, as seen here, LGBTQ people \u2014 notably trans people \u2014 are experiencing <a href=\"https:\/\/www.adl.org\/resources\/report\/online-hate-and-harassment-american-experience-2023\" target=\"_blank\" rel=\"noopener\">extraordinary amounts of such hate<\/a> on Meta\u2019s platforms. As the Oversight Board recently <a href=\"https:\/\/oversightboard.com\/news\/1376420189678927-oversight-board-overturns-meta-s-original-decision-in-post-in-polish-targeting-trans-people-case\/\" target=\"_blank\" rel=\"noopener\">highlighted<\/a> in its monumental <a href=\"https:\/\/glaad.org\/releases\/glaad-statement-meta-oversight-board-ruling-anti-trans-hate-content-case\/\" target=\"_blank\" rel=\"noopener\">case decision<\/a> regarding anti-trans hate content: \u201cthe fundamental issue in this case is not with the policies, but their enforcement. Meta\u2019s repeated failure to take the correct enforcement action \u2026 leads the Board to conclude the company is not living up to the ideals it has articulated on LGBTQIA+ safety.\u201d<\/p><p>Every major social media platform has policies that aim to protect people from attacks based on protected characteristics, including sexual orientation and gender identity. Enforcing these policies is a fundamental trust and safety best practice. As <a href=\"\/smsi\/lgbtq-social-media-safety-program\/\">GLAAD\u2019s Social Media Safety Index<\/a> and experts across the trust and safety field have noted (and as Meta implements, albeit inconsistently and inadequately), there are many strategies to mitigate harmful content and hate actors who are weaponizing platforms for political and financial gain (harming those targeted, as well as <a href=\"https:\/\/www.businessinsider.com\/meta-downplayed-harmful-content-on-platforms-via-public-reports-2023-11\" target=\"_blank\" rel=\"noopener\">general public health and safety<\/a>).<\/p><p>Meta acknowledges in its public <a href=\"https:\/\/www.nytimes.com\/2018\/11\/06\/technology\/myanmar-facebook.html\" target=\"_blank\" rel=\"noopener\">statements<\/a> and in its <a href=\"https:\/\/transparency.fb.com\/policies\/community-standards\/violence-incitement\/\" target=\"_blank\" rel=\"noopener\">own policies<\/a> that hate speech \u201ccreates an environment of intimidation and exclusion, <em>and in some cases may promote offline violence<\/em>.\u201d Such acknowledgements of its own culpability make Meta\u2019s negligence and refusal to protect people from such hate (not only trans, nonbinary, and LGBTQ people \u2014 but other historically marginalized groups) all the more shocking.<\/p><p>To reiterate the demands of the <a href=\"\/lgbtq-celebrities-allies-letter-facebook-instagram-youtube-tiktok-twitter-anti-trans-hate-disinformation\">June 2023 LGBTQ Celebrities &amp; Allies<\/a> open letter: Meta (and other platforms) must urgently create and share plans for addressing: Content that spreads malicious lies and disinformation about healthcare for transgender youth; accounts and postings that perpetuate anti-LGBTQ extremist hate and disinformation (including the anti-LGBTQ &#8220;groomer&#8221; trope), in violation of platform policies; dehumanizing, hateful attacks on prominent transgender public figures and influencers; and anti-transgender hate speech, including targeted misgendering, deadnaming, and hate-driven tropes.<\/p><p><strong>About the GLAAD Social Media Safety program:<\/strong><br
